Like a number of other professions, academia has an annual rhythm tied to the seasons. Part of that rhythm is the sequence of calls for papers from conferences. And so, I must once again comment on the "World Multi-Conference on Systemics, Cybernetics and Informatics" (WMSCI), as the internet is flooded with their annual spam emails inviting participation (hence earning them the appellation "spamference").
If you've done some work and want to let other people know about it, spend some time deciding on the appropriate venue. Sticking it on the web yourself is much more respectable than paying to make it seem like your paper was reviewed (when it likely wasn't).
